This important new report uses a literature review to identify clearly the fundamental role of the parent not only as the first teacher but as the first caregiver and provider of love and security. This bond is known as attachment
It is the quality of this attachment that supports the child’s social and emotional development which in turn relates to both their cognitive development and ultimately their life chances. 
There is increasing recognition of the importance of fostering resilience or character “grit”, this report traces the roots of these characteristics to secure attachment in early childhood.

However, the report identifies that as many as 40 per cent of children lack secure bonds, and there is particular concern for the 15 per cent who actively resist their parent
Recent improvements in parental leave are welcome, however, as the report recommends, more support for good parenting and attachment by health visitors and children’s centres would be needed, with evidence-based interventions for those identified as higher risk.

To protect children from online risks, it is important to recognise that children’s perceptions of online problematic situations may greatly differ from those of adults
What adults perceive as problematic does not necessarily result in a negative or harmful experience for children.
This report shows that children’s perceptions of online risks strongly depend on their awareness of how online activities may turn into problematic or harmful situations
Also important is their knowledge of effective preventive measures, since it appears that when children feel capable of dealing with a risk they are less fearful or worried by it.

Children expressed a range of concerns about online problems that sometime bother or upset them. 
The salient risks in children’s eyes are online bullying and harassment, unwelcome contact from strangers, misuse of personal information, issues related to sexual content or communication, and commercial content.

Looking at the media platforms where these incidents occur, about half of unpleasant online experiences happen on social networking sites such as Facebook. 
While children acknowledge the potential risks of social networking sites, they do not necessarily do something to avoid the risk.

However, when they do feel capable of dealing with the risk, they are less fearful or worried about it. 
These new findings result from the qualitative analysis of 57 focus groups and 113 personal interviews with children aged 9 to 16. 
In total, 349 children from nine different European countries (Belgium, Czech Republic, Greece, Italy, Malta, Portugal, Romania, Spain, and UK) were invited to explain what they perceive as problematic or harmful online, and what they do to prevent harm from occurring.

A statement by HHS Secretary Kathleen Sebelius

LGBT Health Awareness Week is an important time to bring attention to the unique health needs of lesbian, gay, bisexual, and transgender (LGBT) Americans and to highlight the progress we’ve made in our work to ensure LGBT Americans have the same rights and protections as other Americans, especially through implementation of the Affordable Care Act.

It’s critical for the LGBT community and all Americans to remember that Monday, March 31 is the last day of open enrollment and those who miss out can’t get covered through the Marketplace until 2015.

Access to affordable care has long been an obstacle to good health and financial security for the LGBT community and all Americans.  
On average, LGBT Americans suffer from higher rates of cancer, obesity, HIV/AIDS and mental illness than the rest of the nation.
For those with chronic conditions such as HIV/AIDS, dollar caps on annual and lifetime coverage meant astronomical bills and debt for many in the community.

But thanks to the Affordable Care Act, it is a new day. Lifetime and annual dollar caps are a thing of the past and no one can be denied coverage based on their health history.

Legally married couples are treated equally when it comes to coverage or financial assistance, no matter who they are married to.  And, for the first time, Marketplace coverage is now affordable for the LGBT community and Americans all over the country.

Remember: Monday, March 31 is the last day of enrollment - that’s only five days left to get everyone covered who still needs it.

This Administration is committed to improving the health of all Americans, including LGBT Americans, and we look forward to continuing this work during LGBT Health Awareness Week and beyond.

UK Child Sex Slavery, Multiculturalism and Islam

British authorities enforcing political correctness have allowed Muslim paedophile gangs to sexually abuse children with impunity for more than two decades, according to a comprehensive new study that examines the harrowing epidemic of child grooming in towns and cities across Britain.

The meticulously documented report, entitled, "Easy Meat: Multiculturalism, Islam and Child Sex Slavery," shows how officials in England and Wales were aware of rampant child grooming—the process by which sexual predators befriend and build trust with children in order to prepare them for abuse—by Muslim gangs since at least 1988.

Rather than taking steps to protect British children, however, police, social workers, teachers, neighbors, politicians and the media deliberately downplayed the severity of the crimes perpetrated by the grooming gangs in order to avoid being accused of "Islamophobia" or racism.

The conspiracy of silence was not broken until November 2010, when it was leaked that police in Derbyshire had carried out an undercover investigation—dubbed Operation Retriever—and arrested 13 members of a Muslim gang for grooming up to 100 underage girls for sex.

They were sentenced to a combined 95 years in prison for raping, torturing and trafficking British girls as young as 11.

Shortly thereafter, the Times of London published the results of a groundbreaking investigation into the sexual exploitation and internal trafficking of girls in the Midlands and the north of England. 
In January 2011, the newspaper reported that in 17 court cases since 1997 in which groups of men were prosecuted for grooming 11 to 16 year old girls, 53 of the 56 men found guilty were Asian, 50 of them Muslim, and just three were white.

In September 2012, the Times published another exposé that revealed the hidden truth about the sale and extensive use of British children for sex. 
The article showed that organized groups of Muslim men were able to groom, pimp and traffic girls across the country with virtual impunity. 
Although offenders were identified to police, they were not prosecuted. 
A child welfare expert interviewed by the newspaper said the government's reluctance to tackle such street grooming networks represented "the biggest child protection scandal of our time."

But the latest study—which avoids sensational details and confines itself to exposing where officialdom has failed—demonstrates that even the coverage in the Times has understated the scale of the problem:
"There is far more to this story than has come out so far. The population are already outraged by what they have learned in the last year or two, but know only a fraction of the scandal... This massive over-representation of Muslim men in this crime spree has been borne out by the prosecutions of the last three to four years, but it is clear that it must have been known long ago and should have been made public. Because the predators were Muslims, the agencies responsible for child-protection have almost entirely failed in their job to protect vulnerable children. From a fear of being called 'racist,' police forces across the country have buried the evidence."

"On the rare occasion when the phenomenon [of child grooming] would be discussed in more than the briefest details, political activists and the authorities would come together to stop the public from knowing more. Political correctness would be used to make sure that people did not speak about this phenomenon, enabling the perpetrators free rein to sexually abuse schoolgirls for decades. Yes, decades. We know that in an age where parents are not allowed to smack their children, this sounds unbelievable."
The report shows that even documents that supposedly address the problem of child grooming have gone out of their way to avoid discussing why some "ethnic groups" are massively over-represented as perpetrators—the study calculates that Muslims are 154 times more likely to be perpetrators of these crimes than non-Muslims—while the schoolgirl victims are overwhelmingly of a different ethnic group.
"The perpetrators have been overwhelmingly men from Muslim communities, and the victims have been overwhelmingly girls from non-Muslim communities (Sikhs, Christians and Atheists). Yet the professionals never deemed it important to declare this, or even denied the pattern existed."

"Despite government agencies in Rotherham [a large town in South Yorkshire, England] knowing about (and privately discussing) the Muslim grooming gangs from 1996, a 2010 document by Rotherham Safeguarding Children Board stated that 'great care will be taken in drafting…this report to ensure that its findings embrace Rotherham's qualities of diversity. It is imperative that suggestions of a wider cultural phenomenon are avoided.'"
One of the defining features of child grooming is the ethnic/cultural homogeneity of the gang members, and the refusal of other members of their community to speak out about them or to condemn their behavior. 
According to the report, the gangs are often made up of brothers and members of their extended family, many from Pakistan, who take part in the grooming and/or rape of the schoolgirls.

The report states that grooming gangs target young girls, aged between 11 and 16, because the gang members want virgins and girls who are free of sexual diseases.  
"Most of the men buying sex with the girls have Muslim wives and they don't want to risk infection," the report states. 
"The younger you look, the more saleable you are."
"The schoolgirls they target are overwhelmingly non-Muslim, while the gangs are overwhelmingly Muslim. The girls are often lured into the clutches of the gang using a young Muslim man who befriends/seduces the girl. None of this is accidental; here we are not talking about cross-cultural romantic relationships. What is so unusual about this disparity in ethnicity, is that mostly Muslims in Britain have little or no interaction with the indigenous population."
The scale of the problem is truly horrifying. 
According to Parents against Child Sexual Exploitation (PACE), a national charity focused on working with the victims of child grooming and their families, at least 10,000 British children are in the clutches of the gangs at any one time, and at least 1,000 new girls are being groomed by gangs each year.

But this is "just the tip of the iceberg," according to a document published by the House of Commons, which estimates that at least 20,000 British children are at risk of sexual exploitation by grooming gangs.

Meanwhile, prosecutions are few and far between. 
The report calculates that for every man convicted of such crimes, there are between two to ten other men who were directly implicated, but for whom there was insufficient evidence to secure a conviction. 
"If this is true," the authors write, "it means that with this crime there are very many perpetrators getting away with it."
Finally, the authors of the report examine the links between Islamic culture and doctrine and the crime of child grooming. 
They note:
"There is not one case where it was non-Muslim men grooming Muslim girls, and that despite the fact that 95% of the men in Britain are not Muslims…There is no evidence at all that non-Muslim men are grooming Muslim children, but ample evidence that Muslim men are directing their grooming at non-Muslim schoolgirls."
At the same time, "the notion that Islam could be the basis for this criminality is always ruled out of the question, with no investigation of Islamic theology, the history of Islam, or the rulings of Sharia law."
The authors then provide a thorough examination of Islamic sacred texts (pp. 222-268) and conclude, among other observations:
1) "The laws in various Islamic states show that they think that Aisha [who was married to Mohammad at the age of six] was under 10 when Mohammed had sex with her. And to Muslims, Mohammed is regarded as the perfect man; it is part of their religion that they should emulate his behavior."
2) "Muslim men are taught in mosques that women are second-class citizens, little more than chattels or possessions over whom they have absolute authority."
3) "The Koran makes a distinction between legal wives and slaves, and instructs Muslim men that they can have sex with either their wives or their slaves."
4) "Not only are Muslim men permitted legally and morally to rape their slaves, but they are also forgiven if they turn a slave girl into a prostitute."
5) "There are also features of Islam which are supremacist and which look with contempt at non-Muslims."
6) "The Hadiths also permit Muslims to rape women who are captured after a battle (whereupon they become the property of Muslims, that is, they become slaves)."
At the same time, British judges are increasingly using Islamic Sharia law to justify light sentences for Muslims who rape underage girls:
"As late as May 2013, the media were reporting that a Muslim man in Nottingham who had 'raped' an underage girl, was spared a prison term after the judge heard that the naïve 18-year-old attended an Islamic faith school where he was taught that women are worthless. Rashid told psychologists he had no idea that having sex with a willing 13-year-old was against the law; besides, his education had taught him to believe that 'women are no more worthy than a lollipop that has been dropped on the ground."
The report is emphatic in blaming the doctrine of multiculturalism for Britain's lack of resolve in confronting the grooming gangs:
"Multiculturalism is a fundamentally incoherent doctrine, invented to conceal the serious conflicts which have arisen when peoples from vastly different cultures, with different values, are forced to live together."

"Political correctness and the doctrine of multiculturalism meant that the professionals whose job it was to help the vulnerable were consciously commanding that these diverse cultural values could not be discussed."

"Multiculturalism came about in order to deny that there is any significance to cultures having different values and to conceal that there will be conflict when these incompatible values come together. Political correctness is the means by which such denial is enforced."

"Those who propound and defend multiculturalism say that people from different cultural backgrounds have different values, and that we must all accept these values as being of equal validity. But when it comes to examining what those different values are, multiculturalists suddenly lose interest in the details of these differences and lose interest in the consequences that follow from these different values. Yet we have seen, that even those Muslims who are classified as liberal or moderate have views which would be considered extreme if those views were espoused by a non-Muslim in Britain. Are we really surprised that conflicts and problems arise when communities with different values are living side-by-side? These conflicts are just concealed by the advocates of multiculturalism. Proponents of multiculturalism dare not examine the views of Islamic fundamentalists, that (significant) minority of Muslims in Britain who want Sharia law."

"Multiculturalists think that Muslims will embrace multiculturalism; yet Islam was established 1,300 years ago to destroy multiculturalism."

"Islamic society is a totalitarian society, all other values are to be subordinated to Islamic values. But if anyone in Britain dares to criticize Islam, they will be denounced and told they live in a multicultural society, and must accept these totalitarian values."
The report concludes:  
"Every decade, the Muslim population of Britain almost doubles in size, so there is every reason to believe that without some massive changes in our society, the activities of these gangs will grow and grow."

ΟΥΤΕ ΝΑ ΤΟ ΣΚΕΦΤΕΣΤΕ!!! / Με αφορμή το νομοσχέδιο Δένδια/Αθανασίου / ΠΟΡΕΙΑ ΑΝΤΙΣΤΑΣΗΣ Παρασκευή, 28/3/2014, 18μμ., Προπύλαια

























Στην έναρξη της Ελληνικής Προεδρίας και με αφορμή τη φυγή ελάχιστων κρατουμένων και υποδίκων, γινόμαστε μάρτυρες αναβίωσης του κλίματος τρομοϋστερίας αλλά και πανηγυρικής έναρξης μιας τρομοσταυροφορίας.
Ο τελικός στόχος είναι η εξόντωση σε κατασταλτικό και συμβολικό επίπεδο του "εσωτερικού εχθρού", δηλαδή των πλέον ριζοσπαστικών τμημάτων της κοινωνίας, που αντιστέκονται, αντιδρούν και αγωνίζονται.

Στο πλαίσιο αυτό επιχειρείται η αναδιάταξη, ανατροπή και επαναθεμελίωση όλου του θεσμικού πλαισίου που αφορά την καταστολή, αστυνομική, δικαστική-ποινική, σωφρονιστική. 
Τα τελευταία χρόνια ανατράπηκε αυτό που αποκαλούνταν «Κράτος Δικαίου» και τη θέση του πήρε το «Κράτος του Νόμου και της Τάξης». 
Τρομονόμοι, Ειδικοί Νόμοι, Ιδιώνυμα, Κουκουλονόμοι, επιβαρυντικές περιστάσεις, αυστηροποίηση ποινών, αύξηση των εγκλεισμών και των προφυλακίσεων συνθέτουν το νέο κατασταλτικό τοπίο.

Το πολυαναμενόμενο νομοσχέδιο για ρυθμίσεις στο επίπεδο της σωφρονιστικής καταστολής παίρνει τη θέση του προς ψήφιση και προβλέπει μεταξύ άλλων:


·Δημιουργία Φυλακών Υψίστης Ασφαλείας, τύπου Γ΄, οπουδήποτε ανά την Ελληνική Επικράτεια, αλλά και δημιουργία αυτοτελών τμημάτων τύπου Γ΄ σε υφιστάμενα σωφρονιστικά καταστήματα, με αποτέλεσμα τη διάχυση αυτού του μοντέλου κράτησης και την επιβολή του σε ολόκληρο το πλέγμα των σωφρονιστικών καταστημάτων, «μια φυλακή, μέσα στη φυλακή»!

Στις παραπάνω φυλακές θα εγκλείονται  καταδικασμένοι, αλλά και υπόδικοι, για τρομοκρατία, εσχάτη προδοσία και λοιπά αδικήματα σχετιζόμενα με εγκληματική οργάνωση, που θα εκτίουν πραγματική ποινή, χωρίς κανένα ευεργετικό υπολογισμό,  τουλάχιστον 10 ετών, εντός αυτών, με δικαίωμα επανεξέτασης της μεταγωγής τους σε άλλου τύπου φυλακές μετά παρέλευση διετίας από τη λήξη της δεκαετίας. Καθεστώς δηλ. διαρκούς ομηρείας! 

Στις φυλακές τύπου Γ΄ θα κρατούνται, πλην των παραπάνω περιπτώσεων, και όσοι κρατούμενοι κρίνονται επικίνδυνοι για την ασφάλεια της χώρας και τη δημόσια τάξη, καθώς και όσοι κρίνονται επικίνδυνοι για την τάξη και την ασφάλεια της φυλακής, όπου κρατούνται. 

Αυτή η συνεχής απειλή μεταγωγής σε φυλακές ή πτέρυγες υψίστης ασφαλείας στοχεύει, μέσω του εκφοβισμού-τρομοκράτησης των κρατουμένων, στην αποτροπή από οποιαδήποτε ατομική ή συλλογική διεκδίκηση στοιχειωδών δικαιωμάτων τους εντός της φυλακής

·Καθολική στέρηση του δικαιώματος χορήγησης αδειών σε κρατούμενους αυτής της ειδικής κατηγορίας.

·Καθολική στέρηση της ημιελεύθερης διαβίωσης.
                                                                                 
·Καθολική στέρηση του δικαιώματος των μεροκάματων.

·Ο χρόνος για την αποφυλάκιση όσων έχουν καταδικαστεί σε ποινή ισόβιας κάθειρξης για συμμετοχή σε τρομοκρατική οργάνωση, αυξάνεται  στα 20 χρόνια, από 16 που ισχύει σήμερα.

·Στέρηση-Περιορισμός του δικαιώματος επικοινωνίας, τηλεφωνικής και δια ζώσης με το συγγενικό και κοινωνικό τους περιβάλλον, με τρόπο και όρους που θα διαμορφώνονται, άγνωστο πώς και στη βάση ποιών κριτηρίων, από τον εσωτερικό κανονισμό του Καταστήματος, καθιερώνοντας έτσι ένα νέο καθεστώς αυθαιρεσίας και υποκειμενικότητας.

· Πρόβλεψη «ευνοϊκών ρυθμίσεων» για συνεργαζόμενους. Όσοι είναι υπαίτιοι οποιασδήποτε εγκληματικής πράξης (εκτός από συμμετοχή σε τρομοκρατική οργάνωση) εφόσον έδωσαν πληροφορίες ή με οποιονδήποτε τρόπο συνετέλεσαν στην εξάρθρωση τρομοκρατικής οργάνωσης ή σύλληψη φυγόδικων ή φυγόποινων για πράξεις τρομοκρατίας του άρθρου 187Α επιβραβεύονται με αποφυλάκιση, με αναστολή της ποινικής δίωξης, με απόλυση!  
De facto και De jure λοιπόν, θεσμοποιείται ο θεσμός του καταδότη, του ρουφιάνου και με την επίσημη προτροπή του Κράτους οι «ποινικοί» αδικηματίες, με το δόλωμα των ευεργετικών ρυθμίσεων, γίνονται «κυνηγοί κεφαλών» των πολιτικών αγωνιστών! 

·Ο Εισαγγελέας Εκτέλεσης Ποινών παραγγέλει με βάση την καταδικαστική απόφαση ή το ένταλμα προσωρινής κράτησης την μεταγωγή στις φυλακές ή στις πτέρυγες τύπου Γ΄κρατουμένων και υποδίκων για τα εγκλήματα του αρθρ. 187Α και συναφή. 
Επίσης ο ίδιος Εισαγγελέας κρίνει, κατά τρόπο απόλυτο, ποιοι από άλλες κατηγορίες κρατουμένων αποτελούν απειλή όχι μόνο για τη τάξη και την ασφάλεια της φυλακής αλλά και της δημόσιας τάξης και ασφάλειας, ώστε να μεταχθούν σε καταστήματα τύπου Γ΄.

· «Αστυνομικοποιείται» πλήρως ο τρόπος φρούρησης και φύλαξης.
Ειδική υπηρεσία της αστυνομίας – ο κανονισμός λειτουργίας της οποίας θα είναι απόρρητος και δεν θα δημοσιευτεί – που θα οπλοφορεί, θα είναι πλέον υπεύθυνη όχι μόνο για την εξωτερική και περιμετρική φρούρηση της φυλακής, αλλά θα ελέγχει και όσους και ό,τι μπαίνουν στη φυλακή.

Αυτός όμως ο επιχειρούμενος από κυβερνητικής πλευράς «απομονωτικός εγκλεισμός», αυτή η επιστροφή στο σωφρονισμό του Αλκατράζ, αυτή η «ζουγκλοποίηση» των σχέσεων «ποινικών» και «πολιτικών»:
•Συνιστά την απόλυτη μη εξατομίκευση της ποινής και της   σωφρονιστικής μεταχείρισης

•Καθιερώνει ένα όλως εξαιρετικό καθεστώς, ένα καθεστώς διακρίσεων εις βάρος συγκεκριμένων και μόνον κρατουμένων και υποδίκων.

•Συνιστά επίδειξη εκδικητικότητας απέναντι στους σκληρούς αντιπάλους της κρατικής νομιμότητας – και όχι μόνον –     καταστρέφοντας και αφανίζοντας την προσωπικότητά τους συνειδητά. 
Οι ειδικές και εξαιρετικές αυτές φυλακές και ζώνες, η απομόνωση, η ζωή χωρίς φως, χωρίς μυρωδιές, χωρίς ήχους,      συνιστά ένα απόλυτο βασανιστήριο. 
Η δε απομόνωση από το   συγγενικό και κοινωνικό περίγυρο με τη στέρηση-περιορισμό της τηλεφωνικής και δια ζώσης επικοινωνίας, διακόπτει βίαια την επαφή με το παρόν και το μέλλον αυτών των εγκλείστων.
Στα νέα ψηλά τείχη, που υψώνονται  Στο σκοταδισμό, που βρίσκεται ante portas 

Κάθε συλλογικότητα, πολιτική, συνδικαλιστική, κάθε άνθρωπος με στοιχειώδη ευθύνη, αλλά και ευαισθησία, πρέπει να  πάρει θέση. Οι καιροί δεν αντέχουν τη σιωπή και την αδιαφορία.
Γι’ αυτό αντιστεκόμαστε και αγωνιζόμαστε ενάντια στην ειδική-εξαιρετική και άνιση μεταχείριση των πολιτικών κρατουμένων και όσων χαρακτηρίζονται επικίνδυνοι με μόνη την κρίση του Εισαγγελέα,  και ενάντια στη λογική της συλλογικής ευθύνης, της εκδικητικότητας, των εκβιαστικών διλημμάτων, της κατατρομοκράτησης από πλευράς Κράτους.

Στην υλοποίηση αυτών των σκοταδιστικών σχεδιασμών η αλληλεγγύη των "έξω" πάει χέρι χέρι με την αντίσταση και μαχητικότητα των "μέσα".

Συνεχείς μεταβολές στα κρούσματα φυματίωσης στη χώρα μας

Μείωση των κρουσμάτων φυματίωσης παρατηρήθηκε το 2013 στο γενικό πληθυσμό ενώ αντίθετα, υπήρξε σταδιακή αύξηση σε αλλοδαπούς, φυλακισμένους και χρήστες ενδοφλέβιων ναρκωτικών. 

Αυτό τόνισε η γιατρός, υπεύθυνη του Γραφείου Επιστημονικών Συνεργατών ΚΕ.ΕΛ.Π.ΝΟ. κα Αγορίτσα Μπάκα με αφορμή τη διεξαγωγή του 
10ου Πανελληνίου Συνεδρίου Δημόσιας Υγείας & Υπηρεσιών Υγείας – 
Δημόσια Υγεία: Δρόμος προς την Ανάπτυξη, 
το οποίο διοργανώνεται 
από την Εθνική Σχολή Δημόσιας Υγείας (Ε.Σ.Δ.Υ.) και 
το Κέντρο Ελέγχου και Πρόληψης Νοσημάτων (ΚΕ.ΕΛ.Π.ΝΟ.) 
από 31 Μαρτίου – 2 Απριλίου 2014

Αναλυτικότερα, όπως είπε η κα Μπάκα, σύμφωνα με την καταγραφή του ΚΕΕΛΠΝΟ παρατηρούνται συνεχείς μεταβολές στην επιδημιολογική εικόνα της φυματίωσης στη χώρα μας, γι’ αυτό συγκροτείται μια ειδική ομάδα εργασίας για τη φυματίωση, στην οποία συμμετέχουν φορείς όπως 
(Υπουργείο Δικαιοσύνης, Υπουργείο Προστασίας του Πολίτη, ΟΚΑΝΑ, ΚΕΘΕΑ κ.λπ.), 
ώστε να αναθεωρηθεί το Εθνικό Σχέδιο Δράσης για τον έλεγχο της φυματίωσης και να εφαρμοστούν ειδικά πρωτόκολλα πρόληψης και αντιμετώπισης σε κάθε πληθυσμιακή ομάδα χωριστά.

Επίσης, στο πλαίσιο της βελτίωσης της επιτήρησης της νόσου έχει δρομολογηθεί η λειτουργία συστήματος εργαστηριακής επιτήρησης της φυματίωσης, που θα λειτουργεί παράλληλα με το υπάρχον σύστημα υποχρεωτικής δήλωσης. 

Η δράση έχει ενταχθεί στο ΕΣΠΑ με θέμα «Δικτύωση φορέων πρωτοβάθμιας περίθαλψης (ιδιωτικών και δημόσιων) σε πανελλαδική κλίμακα για την επιδημιολογική επιτήρηση και τον έλεγχο μεταδοτικών νοσημάτων». 

Αφορά την ανάπτυξη ηλεκτρονικής διαδικτυακής εφαρμογής, μέσω της οποίας θα γίνεται συστηματική καταγραφή των εργαστηριακών αποτελεσμάτων, καλλιεργειών και ευαισθησίας σε αντιφυματικά φάρμακα καθώς και κλινικά δείγματα κρουσμάτων φυματίωσης. 

Έτσι, θα καταστεί δυνατή η παρακολούθηση των κρουσμάτων και η παρακολούθηση της διαχρονικής τάσης των πολυανθεκτικών μορφών της νόσου.

To most ears, it probably sounds inoffensive. 
A little outdated and clinical, perhaps, but innocuous enough: homosexual.

But that five-syllable word has never been more loaded, more deliberately used and, to the ears of many gays and lesbians, more pejorative.

“ ‘Homosexual’ has the ring of ‘colored’ now, in the way your grandmother might have used that term, except that it hasn’t been recuperated in the same way,” said George Chauncey, a Yale professor of history and an author who studies gay and lesbian culture. 

Consider the following phrases: homosexual community, homosexual activist, homosexual marriage. 
Substitute the word “gay” in any of those cases, and the terms suddenly become far less loaded, so that the ring of disapproval and judgment evaporates.

Some gay rights advocates have declared the term off limits. 
The Gay and Lesbian Alliance Against Defamation, or Glaad, has put “homosexual” on its list of offensive terms and in 2006 persuaded 
The Associated Press, whose stylebook is the widely used by many news organizations, to restrict use of the word.
George P. Lakoff, a professor of cognitive science and linguistics at the University of California, Berkeley, has looked at the way the term is used by those who try to portray gays and lesbians as deviant. 
What is most telling about substituting it for gay or lesbian are the images that homosexual tends to activate in the brain, he said.
“Gay doesn’t use the word sex,” he said. 
“Lesbian doesn’t use the word sex. Homosexual does.”
“It also contains ‘homo,’ which is an old derogatory,” he added. “They want to have that idea there. They want to say this is not normal sex, this is not normal family, it’s going against God.”
Historians believe the first use of “homosexual” was by Karl-Maria Kertbeny, a Hungarian journalist who wrote passionately in opposition to Germany’s anti-sodomy laws in the 19th century. 

But by the 20th century, the word had taken on a definition associated with the American Psychiatric Association’s classification of same-sex attractions as a mental disorder. That did not change until the association reversed itself in 1973.

William Leap, a professor of anthropology at American University who studies the field of “lavender linguistics,” which examines how gay people use certain words and phrases, said the offensiveness of the word stems from its medical history. 
 “It already has all that clinical baggage heaped on it: that’s the legacy of the term now,” 
he said, adding that because of its use in a scientific way, many people do not realize how it can fall on gay and lesbian ears.

“It’s not like ‘faggot,’ which is a negative term that could get somebody’s mother to slap their hand,” he said. 
“Homosexual is a term that everybody knows.”
Yet it endures.
“Now they’re encouraging this young man who’s announced he’s homosexual to go play, when Obama said he wouldn’t even let his own son play,” Rush Limbaugh said recently as he talked about Michael Sam, the college football player who recently came out. 
When Gov. Jan Brewer of Arizona faced pressure to veto a bill that would have allowed businesses to refuse service to gay and lesbian customers, Mr. Limbaugh cited the work of the “homosexual lobby.”
And last year, when Jason Collins became one of the first professional male athletes to reveal he was gay, Chris Broussard, an ESPN commentator who has called homosexuality “that lifestyle” and condemned it as a sin, announced that he had “no problem with homosexuals.” 
Later, an article in The Christian Post described his comments, noting that Mr. Broussard went on to discuss his conversations on the subject with a gay colleague, LZ Granderson, whom the writer noted is “a homosexual ESPN commentator.”
During oral arguments last year in the Supreme Court case Hollingsworth v. Perry, when Justice Antonin Scalia asked the lawyer Ted Olson, “When did it become unconstitutional to prohibit homosexuals from marrying?” 
it seemed to some that he was unable (or unwilling) to use the word gay.
The word’s power depends, of course, on who is using it.
 In the late 1970s, Anita Bryant’s “Save Our Children” campaign was centered on the notion of “homosexual recruitment,” the belief that gays and lesbians tried to woo unsuspecting children into their ranks. Gerry E. Studds, the first openly gay member of Congress, once recalled how someone confronted him about whether he was still a “practicing homosexual.” 
He shot back: “No. As a matter of fact, I think I’m very good at it.”

When Professor Leap’s students use the term, which they still do occasionally, he corrects them. “I say, ‘Excuse me. Let me give you a piece of vocabulary instruction. In this class the word is gay or lesbian, and this is why.’ “
Gays and lesbians adopted various terminology of their own, often code words in conversation with one another. 
Because gay was already a known adjective meaning joyful, it could be used as a way to communicate same-sex desires to others who were in the know.
“A lesbian could say she met a gay gal the night before and her lesbian friend would know exactly what she meant,” 
Professor Chauncey said,  
“while her straight boss would have no idea what she was talking about.”

The early gay-rights movement was called the homophile movement because its founders explicitly rejected the word homosexual; they did not want to be identified as exclusively sexual beings.
Franklin E. Kameny, a gay rights pioneer, coined the phrase “Gay is Good” in 1968 as a way to help strip away some of the negative association. 
By then, gay had become the preferred term among gays and lesbians. 
But it would take decades for the rest of the country to catch on.

The New York Times resisted the word gay until 1987, preferring homosexual (now, it prefers the word gay in most contexts). 
The Washington Times set off in quotes the term gay marriage until 2008. 
The newspaper also updated its standards that year to say the term was preferred over “homosexual marriage.”

In the early 2000s, when same-sex marriage was a brand-new concept, gays were routinely described in mainstream media as homosexuals. 
Today, use of the word is less and less frequent. A Google Books scan shows a sharp decline in its use in recent years after peaking around 1995.

Scholars expect the use of the term to eventually fall away entirely.
“These shifts always reflect a change in sensibility,” said Geoffrey Nunberg, a linguist who teaches at Berkeley. 
“That’s what happened when ‘Negro’ yields to ‘black’ and ‘African-American.’ It’s just an old-fashioned word that denotes a generally neutral but old-fashioned sensibility.”
